Besides what jsmorley said, such a skin won't be able to be placed "behind" the desktop icons. It should be easily done in a slightly less resource intensive fashion by using the WebView plugin by khanhas:Hi all!

and having a HTML with a <video> tag in it, but it will cover the desktop icons regardless, if the skin extends on the entire screen. There will be some webpage behavior in such a skin when it comes to mouse actions and that's unavoidable, but you can check the WebView thread for solutions to alleviate that (like always using CTRL when clicking on it if you want "normal" skin behavior).
You can fake those desktop icons in a limited fashion though, by having your own skin meters replicating the contents of your Desktop folder via FileView:

but it won't be exactly the same as having the originals and it's almost certainly not really worth the trouble.
As for writing the code, that will be your job, not ours. We can help by providing much simpler samples that you can then improve (assuming you're ok and fully understand the limitations), but the last part will be entirely up to you.
