I see. Well, all the other things seem fine according to your description, although unfortunately the problem still remains. Maybe others have better ideas that could fix the issue without having to take more elaborated measures. Me, just like you, had no issues with Rainmeter on Win 10 and there are plenty of Win 11 users having no issue with Rainmeter, but obviously it's a bit difficult to advise on this without knowing the particularities of your system first hand.

Regarding the Win 11 ISO, generally speaking one can download it directly from the Microsoft site, see:

Then you'd use Rufus to write the bootable Windows installation ISO downloaded above to an USB flash drive for a clean install. After installation and proper activation (that's up to you), one can check the activation status of the operating system by running: C:\Windows\System32\slmgr.vbs /xpr in a Command Prompt window (not sure if as an administrator or not, it's been a while since I last installed a Win 10 this way). From my experience, it won't exactly be the very latest version, but from my point of view this is better since the very latest version can have unknown bugs and such that haven't been yet fixed.

The above are just in case nothing works and you want to try things clean and see if it makes a difference for the better. Naturally, this would be a last resort measure, ideally you should be able to make Rainmeter work without going to such lengths...
