Basically, you can create a skin that is the size of your desktop, not including the taskbar so as to not cover it, using this in a meter:You can set a plain colour or a wallpaper of your choosing. You can also set the transparency of that colour/wallpaper.
So that's your background. Then you use the FileView plugin to set this entire skin as a static, or even dynamic, desktop folder, your choice. A static folder remains exactly that, you can't change it. So you then set this folder to show your desktop. This folder will show your desktop icons in realtime. You can then set your SolidColor option to show behind those icons.
There is a downside, you can't interact in the same way with these icons. I've not enough experience with FileView to know, but there's this in the manual, but I've not used it before, I expect it's the Rainmeter context menu though not Windows.
If all you want is to open a file/app, then this is fine for that.![Smiler :)]()
