Ok, found the problem. Needs to be:
[!EnableMouseActionGroup "MouseOverAction|MouseLeaveAction" GameList]
Not:
[!EnableMouseActionGroup GameList "MouseOverAction|MouseLeaveAction"]

Now it's causing another issue where the highlight doesn't stick after clicking!

Why is this the other way around compared to all other bangs?
Seems a bit counter-intuitive doing it this way.
